Recently, during a dialogue on complexity-informed strategy, a client asked an excellent
question:
“What is the relationship between strategy and tactics?”
This question is central to the shift we advocate—from conventional strategic planning toward a more adaptive, complexity-informed approach.
Why the Traditional Model Falls Short
Traditionally, strategy has been seen as a top-down, long-term planning process. Operations execute the plan, and tactics are specific actions to achieve goals. This hierarchical view assumes intelligence resides at the top and that learning does not flow upward from the front lines.
In today’s complex environment, this static approach is insufficient. Organizations need
continuous sense-making and responsiveness to evolving conditions.
A Complexity-Informed Perspective
In a complexity-informed view:
- Operations are adaptive, responding to changing conditions.
- Tactics involve micro-level probes and experiments.
- Strategy emerges as a pattern of coherent actions informed by feedback—not as a
fixed plan.
This approach emphasizes sense-making, feedback, and learning. Operations include real-time learning that informs strategy, while tactics provide safe-to-fail experiments that test assumptions and generate insights.
Ultimately, boundaries blur among strategy, operations, and tactics—they co-evolve. Leadership
shifts from command-and-control to influence and facilitation, creating environments where
trust and innovation flourish and shared meaning emerges through dialogue. Decision-making
becomes distributed and adaptive.
Metrics for Complexity-Informed Strategy
A client then asked: What metrics might we consider in addition to KPIs to account for
complexity?
Here are examples:
Strategy
- Coherence indicators – Are patterns of behavior aligning with strategic intent?
- Diversity of perspectives – Are multiple viewpoints engaged in sense-making?
- Feedback loops – Are feedback mechanisms informing strategic direction?
- Narrative mapping – Do stories from the field reflect desired shifts?
Operations
- Response time to change – How quickly do teams adapt to new information?
- Safe-to-fail experiments – How many are launched and learned from?
- Cross-functional collaboration – How frequent and effective is it?
- Operational resilience – How well does the system absorb shocks?
Tactics
- Learning velocity – How quickly are insights generated from action?
- Probe success/failure ratio – Not to eliminate failure, but to learn from it.
- Micro-feedback cycles – How often are actions adjusted in real time?
- Experimentation scope – Are we probing across different parts of the system?
